Role in Hong Kong’s Generative AI Governance
The Digital Policy Office (DPO) of the HKSAR Government commissioned the formulation of the Hong Kong Generative AI Technical and Application Guideline. The DPO’s remit in this context includes drawing on international best practices, collaborating with industry and innovation experts, and enhancing the resilience of Hong Kong’s AI ecosystem.
Commissioning and Oversight
- Commissioned the Hong Kong Generative AI Research and Development Center (HKGAI), established with support from InnoHK, to conduct research and draft the Guideline.
- Will continue to review technological developments and application trends in generative AI and update the Guideline accordingly.
- Ensures that governance frameworks align with Hong Kong’s legal environment, ethical considerations, and societal needs.
Objectives
- Promote the safe, responsible, and lawful development and application of generative AI across sectors.
- Support a governance model that balances innovation and social responsibility, maximising benefits while minimising risks.
- Facilitate a multi-stakeholder approach across Technology Developers, Service Providers, and Service Users.

Importance
By steering the Guideline process and committing to iterative updates, the DPO provides institutional leadership that underpins Hong Kong’s AI governance architecture, supports cross-sector adoption, and strengthens public trust in generative AI technologies and services.
