Digital Advertising AI Governance Playbook 2025

Overview
The Interactive Advertising Bureau (IAB) published the AI Governance and Risk Management Playbook in August 2025 to guide digital advertising practitioners on adopting AI-assisted solutions responsibly. The playbook addresses governance structures, regulatory considerations, roles and responsibilities, and practical guardrails across common advertising use cases.
Scope and Purpose
The playbook focuses on U.S. law while contextualizing global developments (e.g., the EU AI Act). It is designed to help teams in planning, activation, and analysis phases integrate AI with clarity on legal risk, operational controls, and industry expectations. It builds on prior IAB resources, including the IAB Tech Lab’s AI in Advertising Primer and the white paper Legal Issues and Business Considerations When Using Generative AI in Digital Advertising.
Key Content Areas
- Regulatory landscape: AI-specific laws (EU AI Act, Colorado AI Act), unfair and deceptive practices, comprehensive state privacy laws, and sector-specific rules (BIPA, COPPA, HIPAA-related contexts).
- Roles and responsibilities: Distinguishes Developer vs. Deployer and maps these to traditional Controller/Processor/Third Party roles in privacy law.
- Use cases: Audience segmentation and targeting, content generation, measurement and insights, enhanced contextual advertising, and chatbots.
- Guardrails: Policies and procedures, risk/impact assessments, AI inventory and data flow mapping, ongoing monitoring and incident response, recordkeeping, and transparency/consent.
Notable Insights
- Adoption is scaling but uneven; legal uncertainty, data quality, security, and tool fragmentation are recurring challenges.
- Segmentation and contextual advertising are advancing via AI, often using synthetic data to address signal loss.
- Chatbots and generative content tools introduce both efficiency and distinct liability/brand risk considerations (e.g., hallucinations, misstatements).
Authorship
Drafted with the IAB Legal Affairs Council’s AI Insights Working Group. IAB lead and principal author: Adam Eisler, Legal Counsel. Significant contributors include experts from Loeb & Loeb, IAB, Dotdash Meredith, FTI Consulting, Dentsu, and Nexxen.
Practical Application
The playbook provides action-oriented checklists and assessment prompts to adapt existing privacy, security, and procurement practices to AI-specific concerns, helping teams create a defensible, auditable governance posture while enabling innovation.
